About Boards and Committees
South Australian Government boards and committees
play an important role in providing leadership,
direction and accountability across every area
of government activity.
There is a range of boards, advisory committees
and statutory authorities in South Australia.
These boards and committees are diverse in terms
of functions, form, size, level of responsibility
and accountability. Members are drawn from the
community or professional groups to fill positions
on a diverse range of boards. Some provide policy
advice to government or oversee trading enterprises
while others are professional registration boards.

The Boards and Committees
Unit
The Boards and Committees Unit, located within
the Services Division of the Department of the
Premier and Cabinet, administers the government
boards and committees program. Work undertaken
by the unit includes:

the production of policies and guidelines
for boards and committees
-
the determination of board and committee
remuneration on behalf of the Chief Executive,
DPC
- management of the Boards and Committees
Information System (BCIS), a database set
up to record membership and remuneration details
of government boards and committees.

of Government Boards and Committees
An online listing of all government boards
and committees is currently hosted by
Service SA.
The listing features useful information such
as the role of the board and its contact details.
Please note that due to the complexity and
volume of the information required for the online
listing, the Boards and Committees Unit cannot
guarantee that the information provided is accurate
at all times.

The Boards and Committees Unit has produced

DPC Circular 16 - Remuneration for Government
Appointed Part-Time Boards and Committees (February
2008 revision)

DPC Circular 16 contains the government's
policy on remuneration for part-time boards
and committees. This circular provides guidance
on how to seek a fee determination, methods
for payment, superannuation, salary sacrifice,
information required for inclusion on BCIS
and more.
DPC Circular 22- Improving the Effectiveness
of Government Boards and Committees (March 2008)

DPC Circular 22 is the Government's policy
to improve the effectiveness of boards and
committees, requiring boards to have a terms
of reference, report their performance against
objectives and have a sunset clause or review
date.

Further information
and related links
Two important targets have been set by the
Government in regard to the gender composition
of boards and committees. These are detailed
in South
Australia's Strategic Plan, as follows:
- 50% of women on Government boards and committees
by 2008 (T5.1)
- 50% of Government boards and committees
to be chaired by women by 2010 (T5.2)
The
Office for Women maintains the Premier's
Women's Directory for women interested in
serving on government boards and committees.
The
Premier's Women's Directory identifies women
with a broad range of expertise and interests
for nomination to government boards and committees.
The Office
for Youth's Youth Register matches individuals
aged 12-25 years with boards, committees and
advisory councils seeking to include young people.
Under PC016,
claims for payment of travel and accommodation
expenses by members of government boards and
committees are to be made in accordance with
the Office of Public Employment's Commissioner's
Standard 3.2.
Recent amendments to the
General Purpose Financial Reporting Framework
published by the Department
of Treasury and Finance (DTF) now requires
government boards and committees with at least
one member in receipt of remuneration to disclose
this information as part of its annual reporting
process. The
framework is available from the DTF website.
