Mr Rodney James Frisby
Mr Frisby's leadership has contributed to significant
changes to registration and licensing practices
in South Australia, many of which have improved
service delivery and benefited the community.
These include:
- The National Driver's Licence Scheme introduced
the concept nationally of "One Person
One Licence" and ensures drivers are
held accountable for their on road behaviour.
- Clients now have a wide range of options
for conducting business with the Registrar
of Motor Vehicles and undertake simple transactions
with the establishment of EzyReg, an internet
transaction service.
- Historic Vehicle Registration Scheme, provides
enthusiasts with a cheap and effective alternative
to full registration
- The establishment and operation of the National
Exchange of Vehicle and Driver Information
System (NEVDIS) combats identity fraud and
the trade in stolen motor vehicles.
- The exchange of demerit points with other
jurisdictions holds SA drivers accountable
for their actions whilst interstate and
- The establishment of a written off vehicle
register nationally has contributed towards
a reduction in the rate of vehicle thefts
and assists in identifying rebirthed stolen
vehicles.
Under Mr Frisby's guidance, the State Penalties
Review Task Force developed a comprehensive
proposal for the management of persistent traffic
offenders that was subsequently endorsed by
the Road Safety Advisory Council and forwarded
to the Road Safety Minister.
Mr Frisby has been an excellent leader during
a period of extensive change. He actively represented
South Australia on the Austroads Registration
and Licensing Task Force for over ten years
and chaired the Registration Policy Group on
the Task Force for several years.
Dr David Anthony Cunliffe
Dr Cunliffe's public service career as a public
health microbiologist spans 28 years, commencing
with the Australian Water Quality Centre, South
Australian Water Corporation in 1980 and moving
to the Department of Health in 1995. He is currently
the Principal Water Quality Advisor in the Directorate
of Public Health in the Department of Health.
Dr Cunliffe provides a highly specialised and
authoritative consultancy to other government
departments, the private sector and the public.
As a leading national authority on water and
wastewater quality he represents the Department
of Health on state and national committees and
contributes to the development of state, national
and international guidelines and policies on
aspects of water quality.
Dr Cunliffe is recognised as a world expert
on water quality, which is evidenced by his
work with the World Health Organisation. He
has extensive involvement with the National
Health and Medical Research Council on water
quality issues. He has an impressive research
record and has published widely in internationally
recognised journals and publications. He has
bee instrumental in the development of Water
Quality Guidelines both nationally and internationally
and provides expert advice on all aspects of
water quality at state, national and international
levels.
At a state and national level Dr Cunliffe is
a well recognised expert on water quality and
involved in numerous National Health and Medical
Research Council committees and working groups.
He has been instrumental in the development
of the National Water Recycling Guidelines and
the Australian Drinking Water Guidelines.
Dr Cunliffe has been involved in supporting
rural and remote communities, in particular
Aboriginal communities, in the provision of
safe portable water and assisting these communities
in managing their own water supplies.
Dr Cunliffe is involved in numerous activities,
which are vital to protecting the health of
the South Australian population by ensuring
the quality of the water. These include
- Risk assessment and design of risk management
plans for recycled water schemes and use of
recreational waters.
- Development of approval conditions for major
water recycling schemes including the Virginia
Pipeline Scheme and the Mawson Lakes Dual
Reticulation Scheme.
- Investigation of cases and outbreaks of
water-borne illness including; legionellosis
from cooling towers, spas and hot water systems.
Ms Patricia Anne Duhring
Ms Duhring has worked as a Continence Nurse
Advisor for 16 years, until 2003 as the sole
practitioner for her region of northwest South
Australia. Throughout this time Ms Duhring has
pioneered and promoted continence services across
Outback South Australia.
Ms Duhring has been based in Port Augusta,
but has had responsibility for specialist service
provision in the field of continence advice
and management to many other communities.
Ms Duhring has planned, established and developed
the continence services to regional centres
including Port Lincoln, Port Pirie, Whyalla
and Port Augusta. Each of these regional towns
has had regular continence management clinics
established during her tenure. Prior to Ms Duhring
working in this role, no such service existed.
As a solo practitioner within the specialty
of continence, smaller townships and communities
have also received regular services and support
from Ms Duhring over this time. She has established
a network of clients, peers and colleagues that
give testimony to the respect and admiration
that is held for her knowledge, skills, training
skills, as well as her friendly and approachable
manner.
Ms Duhring is widely recognised throughout
the north of South Australia as an expert in
her field who readily makes herself available
for advice. She has built a strong network of
communication with nurses, allied health professionals
and medical officers and specialists working
the region.
Ms Duhring has been involved in supporting
services to Aboriginal and non-English speaking
background communities in remote communities.
