The Cabinet Office contains the following directorates.
The Cabinet Secretariat and Implementation
directorate services the meetings of Cabinet
(Premier and Ministers) and Executive Council
(Premier, Ministers of Cabinet and the Governor).
There are around 100 Cabinet meetings a year,
with about 10 of these conducted as Community
Cabinets in different regions of the State.
There are approximately 50 Executive Councils
held a year. The directorate also performs a
constitutional and governance role, in preparing
Ministerial appointments and delegations, and
swearing in of new State Governors. Its Parliamentary
liaison role includes the opening of Parliament
and managing the machinery of government when
elections are called. Recently, the directorate's
functions have been expanded to include an implementation-monitoring
role to ensure that the decisions of Cabinet
are implemented effectively. The directorate
is also overseeing the introduction of a new
electronic Cabinet online system.
The Office of Intergovernmental Relations
directorate, within the Cabinet Office, supports
the Premier and the Deputy Premier in pursuing
South Australia's interests at Commonwealth-State
forums (such as the Council of Australian Governments
and Council for the Australian Federation),
and manages significant, high-level interjurisdictional
relationships, including oversight of intergovernmental
agreements. The directorate is responsible for
international initiatives that promote South
Australia's interests with other national and
sub-national governments (in particular, East
Timor and the Canadian provinces). It also has
a co-ordinating role for security and emergency
management, including counter-terrorism and
national and state emergencies.
The Office of the Executive Committee of
Cabinet directorate services and provides
high-level policy advice to the Executive Committee
of Cabinet, which oversees the implementation
of South Australia's Strategic Plan across government.
The Plan, which was first launched in March
2004 and updated in January 2007 after extensive
community engagement, has 98 targets and sets
the strategic priorities for government. The
Office of the Executive Committee of Cabinet
directorate also supports the Audit Committee,
which reports progress towards the Plan targets,
and the Community Engagement Board, which is
currently focussed on the development by regional
communities of their own localised versions
of the whole-of-State-Plan. More detail is available

The three Policy Co-ordination directorates
are formed around the six objectives of South
Australia's Strategic Plan: Innovation and
Opportunity, Prosperity and Sustainability and
Wellbeing and Communities. The directorates
provide high-level policy and strategic advice
and briefings to the Premier and to Cabinet.
The directorates also take a lead role in driving
the Government's strategic agenda by leading
cross-Government initiatives and projects and
chairing COAG Inter-Departmental Working Groups.
The Innovation and Opportunity directorate
works with other government agencies to achieve
the SASP objectives Fostering Creativity and
Innovation, and Expanding Opportunity. We
assist high-level policy development and provide
advice to the Premier and Cabinet on education
and training, employment, early childhood
development, science, information economy,
housing, the arts, social inclusion and Aboriginal
affairs. We also develop initiatives with
statewide and national significance, and support
COAG Working Groups in the areas of housing,
Indigenous reform, and productivity (which
includes education and training).
The Prosperity and Sustainability directorate
is responsible for providing policy advice
and coordinating interagency projects relating
to the SA government's key economic and environmental
portfolios including the key issues of climate
change, water, and economic development. This
includes providing advice to the Premier,
Minister's and agencies in relation to Cabinet
Submissions and key policy initiatives. The
team provide a unique awareness and understanding
of areas that have across-government significance
and major financial implications. It adopts
a proactive approach to building prosperity
and sustainability for South Australia.
The environment and conservation portfolios
include agriculture, food and fisheries. The
economic development portfolio includes mineral
resources, infrastructure, transport, road
safety, government enterprises, industry and
trade, industrial relations, finance, urban
development and planning. The sustainability
and climate change portfolio includes the
City of Adelaide, tourism and the southern
suburbs. There is specific emphasis on water
security (water and SA Water) and the River
Murray.
The Wellbeing and Communities directorate
is responsible for providing policy advice
and coordinating interagency collaboration
relating to the SA government's justice, wellbeing
and communities portfolios. This includes
providing advice to the Premier, Ministers
and agencies in relation to Cabinet Submissions
and key policy initiatives. The team shows
leadership in areas which have across-government
significance, including privacy, work-life
balance, health in all policies, youth justice
and joined-up community services.
Our justice portfolios include Attorney Generals,
emergency services, correctional services,
police, youth justice, consumer affairs, and
gambling. The wellbeing portfolio includes
health, mental health and substance abuse,
work-life balance, and recreation, sport and
racing. The communities portfolio includes
multicultural affairs, State/Local government
relations, Families SA, ageing, women, youth,
regional development, population, and volunteers.
